The Clean Air Act (CAA) of 1970 mandates the U.S. Environmental Protection Agency (EPA) assess standard every 5 years revise when necessary to protect human health. With a decision expected October 2015 as whether will be toughened, we discuss limitations precursor observations hinder ability state local pollution–control agencies accurately attribute sources within their jurisdictions.
