摘要: We examine current child welfare policy meant to encourage families do the caring labor of fostering and adopting. Existing subsidy does not adequately insure foster adoptive against financial risk associated with for children who have been victims abuse or neglect. call a recasting exiting programs as insurance. An insurance program would protect substitute attract additional currently participate because “doing it money” stigma that surrounds existing program.
