摘要: An assessment of the framework international law for protecting health Antarctic wildlife first requires an appreciation Treaty System (ATS 1959). The ATS has rapidly developed since adoption in 1959. While initially designed to resolve tensions over sovereignty, freedom scientific research, and potential militarisation continent during Cold War, parties soon began direct their attention protection environment. In 1964, Agreed Measures Conservation Fauna Flora were adopted as Recommendation III–VIII (Bush 1982a, pp. 146–169). These followed 1972 by Convention Seals (CCAS 1972), 1980 Marine Living Resources (CCAMLR). During 1980s there was considerable debate amongst Consultative Parties (ATCPs) need a minerals regime Antarctica. This eventually resulted Regulation Mineral Resource Activities 1988 (CRAMRA 1988); however, this quickly abandoned favour 1991 Protocol on Environmental Protection (Protocol 1991), commonly referred Madrid protocol.
