Decarbonization under green growth strategies? The case of South Korea

摘要: The win-win opportunities connected to green growth are appealing academics and policy makers alike, but empirical evaluations about the effectiveness of policies still scattered. Taking South Korea as case study, which set up a highly ambitious program in 2009, our research casts light on extent Korean Green Growth Strategy has been effective decarbonizing economy. Our methodology combines decomposition analysis econometrics with review energy climate policies, including related structural changes. On short term (2008-2012), most drivers displayed an enhancing effect CO2 emissions from fuel combustion, GDP per capita being strongest driver. From historical perspective (1971-2012), findings reveal that important drivers, such intensity even worsened their effects during first years under Strategy. Regression statistics revealed was fact driver explanatory power for emissions, followed by intensity. mix modest government support low-carbon technologies lack complementary pricing did not deliver targeted reduction, at least short-term. Despite recent developments, i.e. introduction renewable portfolio standard 2012 trading system 2015, several key challenges decarbonization remain. (Less)
