A measurement unit measures the strength of a signal received through channel to be used in transmission slot switching time reception mode mode. judgment compares with reference signal, judges data transmission. control outputs performing operation according unit. system transmits input from is decided by confirming state slot, thereby collision using frequency identical slot.
