摘要: With the passage of Fishery Conservation and Management Act 1976, marine fisheries management in United States was apportioned to one eight quasi-public regional councils, consisting representatives from industry, consumers, state federal governments. The process is itself a bargaining game among council members interested parties, with goal determining what regulations, if any, are appropriate balance various social, biological, economic, bureaucratic, political agendas that impact, impacted by, decisions.
