摘要: Abstract This paper examines the effects of fisheries decentralization strategies in Papua New Guinea. The assess financial, human resources, information, and institutional mechanisms that National Fisheries Authority uses to connect with provincial offices show consequences reforms. findings suggest both intended unintended effects, particularly terms shifting accountabilities loyalty. These are broadly applicable change scholars practitioners interested understanding how governments implement reforms this implementation.
