摘要: A quick-response project-planning tool can be extremely valuable in anticipating the congestion, safety, emissions, and other impacts of large-scale network improvements policy implementations. This report identifies advantages limitations existing methods toolkits for sketch-planning project evaluation. The also describes design application a new evaluation toolkit, to assist transportation agencies their consultants planning phase. toolkit is spreadsheet-based that offers users familiar powerful data manipulation interface abstracted networks’ modifications, versus base case scenario, relying largely on traffic counts. includes travel demand prediction module destination, mode, time day route choices, across multiple user classes implemented as set external C++ programs. estimates vehicle emissions using an extensive spreadsheet database EPA’s MOBILE 6.2 rates. Crash rates come from Texas-based models, changes traveler/consumer surplus (versus scenarios) are estimated Rule Half. Estimates link reliability available, included comprehensive benefit-cost metrics, which discount future over time. enables planners comprehensively yet quickly anticipate analyze various diverse improvement strategies.
