Key criteria for sustainable wind energy planning – lessons from an institutional perspective on the impact assessment literature.

摘要: Abstract An increasing number of researchers stress the importance national planning institutions׳ role with respect to promoting an “effective” decision-making process in terms bringing about sustainable energy. Impact assessment (IA) procedures are seen as having strong potential supporting environmentally conscious energy production. This article discusses criteria for wind power and compares centralised systems two countries – Norway Scotland illustrating cases. We ask following: What key should be present secure planning, what critical institutional conditions fulfil these criteria? A review relevant IA literature reveals four planning: (i) clear integrated political priorities, (ii) stakeholder involvement, (iii) strategic environmental (SEA) (iv) stringent permission requirements. also determined that exist effectively promote production: (a) coordinated policy institutions, (b) legitimate procedures, (c) SEAs followed (d) statutory regulations.
