摘要: More than 17 years ago, beginning with the Rio de Janeiro Earth Summit and Kyoto 13 later, representatives from both industrialized countries those emerging economies began a dialogue centered around reduction of carbon emissions that are believed to be responsible for rise in average global temperatures. Economic concerns associated costs versus benefits dominated summit conversations. And plans address emission, what became known as Protocol was never fully realized.
