摘要: Book chapter discussing barriers to a successful Strategic Environmental Assessment(SEA). Four main potential problems are considered: bland alternatives, weak public participation, lack of the 'right data', and generally poor procedures methodology. The concludes with an analysis need for quality assurance mechanisms SEA, evaluates whether SEA should be integrated sustainability appraisal or not.
