摘要: The research deals with the information system of public administration aimed at decision-making and communication society in a crisis. system's functionality depends on adequacy ofgoal-setting correspondence chosen strategy to crisis type which differ by social response. author substantiates traditional model communications management for solving conflict crises, while consensus crises require participative model, polemic are recommended be managed negotiation dialogue facilitation model. managing is realization communicative action concept advocated J. Habermas. As long as modern complex participation multiple actors have different visions situation specific interests, "crisis decision making such context can seen process" [16]. On level processing primary step discover both major tendencies each core systems, groups whose opinions interests should considered. After that definition possible triggers, forecasting planning realized taking into consideration expert recommendations groups'representatives. Two basic ways ofcoordination suggested: discussion issues, or collaborative problem-solving. first way requires organization form discussion, citizen jury, negotiations. Coordination through problem-solving implies fragmentation subject means reducing it concrete practical questions decision-making.
