摘要: Part I describes and analyzes the research of Disaster Research Center (DRC) on responses local emergency management systems in six community disasters. Effectiveness response was assessed terms communication which resulted correct information collection, a fully functioning EOC, appropriate procurement distribution human and material resources, proper task delegation coordination, legitimated authority structure, integrated coordinated relationship with outside private, state federal organizations, cooperative relationships with mass media groups, activities based upon real, not mythical needs. We examined how extensiveness influenced by prior disaster experiences, planning, aid. then derived an eight-fold categorization systems: traditional offices, passed agencies, emergent agencies,established embedded agencies, by-passed community established agencies. After comparative examination likelihood existence different types. we point out policy implications findins for response, planning structure systems. Part II processes problems computerization of DRC library data base projects DRC’s future work.
