摘要: This research analyzed the public-private composition in municipal health network and aspects of contracting/outsourcing process for services over period from 2001 to 2008. The method used was a case study with documentary interviews. interviewees were former secretaries health, directors regulation district managers. categories analysis public funds, care networks control. results showed that contracting restricted philanthropic units. With respect other private establishments linked network, non-compliance programmatic detected, such as lack bidding processes required contracting. Management authorities did not actively pursue building up state services, or formation networks. contracted conducted their activities without effective external internal control mechanisms, which are paramount proper use resources. authors conclude does significantly alter standard buying selling indeed enhance empowering role domain.
