摘要: INSTITUTIONALIZING ALTERNATIVE DISPUTE RESOLUTION: INSIGHTS FROM THE EXPERIENCES OF STATE LEVEL ENVIRONMENTAL AND PUBLIC POLICY OFFICES by Nicholas P. White Chair: Julia M. Wondolleck During the 1970s and 1980s, alternative dispute resolution (ADR) emerged as a new decision-making construct for environmental public policy (EPP) conflicts in United States. Over years, there has been long varied history of efforts to institutionalize ADR. The focus this dissertation is on state-level EPP offices, an under studied but well established set twenty-three organizations that constitute organizational population. overarching question research is, what insights can be gained about institutionalization ADR from experiences state offices? Review natural resource management policy, ADR, theory, psychology literature provides context research. This interdisciplinary uses focused qualitative analysis, which allows identification unexpected patterns, while capturing data needed make sound analysis. Data collection occurred through semi-structured telephone interviews, review documents, cognitive mapping office directors.
