Community resilience, disaster risk reduction and climate change adaptation : learning with coastal communities in central Vietnam

摘要: Vietnam has made significant efforts through disaster risk reduction (DRR) and climate change adaptation (CCA) programs to enhance the resilience of its coastal communities reduce risks. These have contributed declines in weather-related human fatalities, but increases injuries economic losses over last two decades reveal that these not been fully successful. This research explores evaluates factors shaping success recent DRR CCA central Vietnam’s investigates opportunities community (CR) thereby risks future change. The empirical part this relied on community-based participatory action approaches engage local residents Tuong Van their representatives from provincial agencies. Findings case study showed enhancing CR reducing were shaped by availability, quality interplay five forms capital (physical, financial, natural, social resources) as well governance across multiple scales.
