摘要: Delphi methodology has been employed since the 1950s in a wide range of fields and applications, typically as an alternative to quantitative modeling analysis. Based on author's experience urban planning economic development this technique can also appropriately usefully serve complement regional The appropriate application regard address number important concerns analysis, including how effectively incorporate qualitative dimension into data, most efficiently utilize scarce data collection analysis resources, turn "usable knowledge" for decision makers.
