摘要: Rhetorical acknowledgment of the value human rights for AIDS response continues, yet practical application principles to national efforts appears be increasingly deficient. We assess ways in which international and strategic plans other core documents take into account commitments made by countries uphold their towards achieving Universal Access. Key from Joint United Nations Programme on HIV (UNAIDS), World Health Organization (WHO), Bank, Global Fund Fight AIDS, TB Malaria (GFATM) US President's Emergency Plan Relief (PEPFAR) were reviewed along with 14 chosen illustration diversity epidemic patterns, levels income geographical location. Whereas concepts overwhelmingly appeared both documents, translation actionable terms or monitoring frameworks was weak, unspecific absent. Future work should analyse plans, operation, budgets actual implementation so that full advantage can taken, not only moral legal rights, but also instrumental
