摘要: Responsive regulation asserts that regulatory enforcement actions are likely to be more effective in promoting compliance when they respond a duty holder's motives, capabilities, and external pressures. However, operationalizing responsive approaches also possess qualities of consistency transparency remains challenge for environmental management authorities. This study applied mixed-method qualitative approach capture the decision making influences on government environment protection officers field context engaging with different holders. These insights then informed narratives across series business behavior segments guide consistent, transparent among officers. Our findings revealed how constellations observations, interactions displays willingness ability impact choice responses. Challenges encountered applying practice involved difficulties ascertaining capability, identifying causal links between response strategies outcomes, use discretion can consistent making.
