Taxation, Political Accountability, and Foreign Aid: Lessons from Somaliland

摘要: For years, studies of state formation in early and medieval Europe have argued that the modern, representative emerged as result negotiations between autocratic governments need tax revenues citizens who were only willing to consent taxation exchange for greater government accountability. This paper presents evidence similar dynamics shaped Somaliland’s democratic government. In particular, it shows dependency on local -- which resulted from its ineligibility foreign assistance provided those outside with leverage needed force development inclusive, accountable political institutions.
