摘要: There is a compelling argument that the number and intensity of disasters are increasing will continue to do so for foreseeable future. The causes already evident. They include global climate change, population density, human encroachment into disaster prone areas, recurrent famine, weather events. Similarly, there general concern quality responses these decreasing, particularly those causing most damage. Recent examples Ebola epidemic, Philippian tsunami, Hurricane Sandy, Tibetan earthquake economic famine refugee crises, war-caused situations around world. Elements decrease in response limited logistics capacity, difficult inter-agency and/or international collaboration, increased reliance on non-governmental organizations provide response. This essay an appeal more research responder co-creation four broad phases life cycle: mitigation, preparedness, response, recovery.
