摘要: In August 2009, Typhoon Morakot attacked southern Taiwan and caused the most tremendous disaster in decade. this disaster, netizen used internet tools such as blog, Twitter, Plurk to transmit great amount of timely information including emergencies, rescue actions donations. By reviewing electronic documents interviewing eight major micro-bloggers during that period time, two functions social media are identified: dissemination resources mobilization. sum, three findings concluded study: (1) micro-blogging applications presented potentials for public participation engagement crisis events; (2) these end users successfully employed collective networking power played vital collaborator event.; (3) use a more efficient backchannel communication mechanism demonstrates possibility governmental collaboration times disaster.
