摘要: Abstract This article aims to identify gaps in public participation land use planning improve risk governance, using the case of Great East Japan Earthquake (GEJE) 2011. Overreliance on technical information and opinion experts is occurring side by along with negligence local knowledge lack effective decision-making, creating a sense overconfidence regarding scientific new infrastructure's abilities withstand future disasters.
