European agri-environmental policy for the 21st century

摘要: The present paper reviews the development of agri-environmental policy in Europe and assesses its prospects. While it does so from a predominantly UK perspective, there are many common features experience choices across majority Member States. first generation measures applied command-and-control regulation for prevention pollution. Second- pay farmers providing environmental public goods. emphasis on 'amenity' derived maintenance agricultural production systems contrasts with approaches Australia USA. Well-designed incentive schemes constitute 'quasi-markets' goods, correcting pre-existing market failure. Problems delivery include poor spatial targeting lack clarity between income support object- ives. Various changes will be required order to increase effect- iveness efficiency mechanisms.
