摘要: Measuring, reporting and verifying the performance of developing countries in reducing carbon emissions is a key element REDD+ (Reducing Emissions from Deforestation Forest Degradation, role forest conservation, sustainable management enhancement stocks), mechanism to mitigate effects climate change. A harmonised method for collecting data on – MRV (Measurement, Reporting Verification) was proposed 2009 by UNFCCC COP15 (15th Conference Parties United Nations Framework Convention Climate Change). This be used countries, enabling them implement receive performance-based financial incentives. Carbon emission estimates, obtained using remote sensing ground measurements, need reported at national level following guidelines, templates procedures. Verification implementation, applied level, must follow an international independent process managed UNFCCC, which subnational levels are excluded. The advantages involving local people
