摘要: Abstract After almost a century of benign neglect, Canadian aquaculture policy emerged in its modern form after 1984, when the federal government led complex intergovernmental process renewal. an initial period which foundations for new were laid through agreements, both and provincial governments adopted numerous policies aimed at promotion industry. This paper assesses these developments trends against requirements “smart regulation” set out by Neil Gunningham. It finds efforts to be wanting, focussing too much on substantive tools designed industry development not enough procedural required legitimation. As result, industry, policy, now face severe potential legitimation problems.
