摘要: In this case study, I examine the quality of decision-making under conditions rapidly evolving urban water crises, and adaptive policy challenges building regional resilience in response to both drought flood. Like other regions Australia, Southeast Queensland has been subject substantial cycles draw on literature concerning sustainability, together with governance change, explain changing awareness crises strategic options available for addressing these study. The problem thinking opens up a number important questions about efficacy adaptability system. provides insights into interplay between ways which problems are framed, knowledge bases required planning decision-making, collaborative processes managing complex issues, overall capacity learning over time. Regional was proclaimed as goal by government, but practices remained largely anchored traditional technical frameworks. Centralized investment decisions restructures provoked conflict levels undermining stakeholders create more consensual approaches problem-solving limiting collective that could have emerged.
