摘要: Achieving administrative e ciency is one of the objectives pursued by e-governance. Many aspects government to citizen and business exchanges may be streamlined through an adequate use information communication technologies (ICT). However, among various challenges facing e-governance, legal issues regarding data protection privacy are often perceived as curbing full potential ICT ciency. In this paper, we introduce a decentralized management model used for development e-government in Belgium that illustrates how dot not have opposing forces.
