摘要: The article discusses whether the likelihood of Germany introducing a basic income policy — that is indepen- dent labour market participation has increased in recent years. A brief description main elements German welfare state followed by critical analysis more developments guaranteeing income, not least with 2003 merger unemployment benefits and social assistance. Since then resulting fears downward mobility felt even middle classes have reignited 1980's debate about income. Two models (the "basic guarantee" "solidarity citizen's income") are used to discuss practical system design problems chances realizing policy.
