摘要: Abstract The research proposes an innovative, structured sustainability methodology for environmental management, the main element of which is evaluation system to make it possible advance and improve transition society low carbon generation. A three-dimensional model established through a results-based indicator method integrated together with multi-criteria analysis based screening selected projects, programmes, strategies educational processes. Methodology testing performed Latvia's case.
