摘要: Media attention has been focused on the leadership of World Health Organisation, rather than real factors that limit WHO's effectiveness. These relate to organisation's structure and also its current priorities, methods, management. This article examines objectives strategy WHO in view financial constraints donor countries' demands; stated goal integrated primary health care; staff morale; growing dislocation between regions headquarters.
