摘要: Media attention has been focused on the leadership of World Health Organisation, rather than real factors that limit WHO's effectiveness. These relate to organisation's structure and also its current priorities, methods, management. This article examines objectives strategy WHO in view financial constraints donor countries' demands; stated goal integrated primary health care; staff morale; growing dislocation between regions headquarters. The Organisation an image problem. People know it exists, most people eradicated smallpox, but few have a clear idea what does. Of those I spoken to, some think is sort world medical association, others see only as source standard technical reports, yet just another faceless United Nations body where overpaid bureaucrats carve out their careers. Some politicians doctors Britain meddling public matters need not concern when should be concentrating efforts developing world. Its slogan “Health All by Year 2000” entered international vocabulary, people, apart from diehard enthusiasts organisation, believe target can realised or understand how intends achieve it.
