摘要: Abstract As an expression of the state-directed vision for local urban development, China’s master plans are required by state to provide effective guidance spatial land use and socioeconomic development. Using institutionalist analytical framework, this paper examines plan mechanism, investigates discrepancy between reality explores obstacles implementation reasons By employing a case study research strategy, focused upon Nanjing, concludes that has been approach realize its interests in economic growth city competitiveness; best possible pro-growth coalitions, compromises tradeoffs reached central government, various agents making implementation; now handle diverse set heterogeneous with plural at lower levels planning process; practice adjustment alleviating tension market forces, facilitating partnerships other agents, argues more inclusive approaches than what conventional have taken.
