摘要: Regulation of nonpoint source pollution is complicated by the unobservability effluent. Thus, control measures often focus on indirect approaches involving input use and management practices. This paper examines several regulatory standards that rely observable characteristics, including restricting outputs inputs which contribute to pollution. The theory shows a standard more efficient than these alternatives, though output can be as efficient. An empirical application lettuce production in Salinas Valley California finds water virtually reducing standard.
