The Effectiveness of a Large-Scale Flood Risk Awareness Campaign: Evidence from Two Panel Data Sets.

摘要: In the context of integrated flood risk management, governments and public agencies aim to strengthen reduction insurance at household level. They often employ awareness campaigns in order educate about possible coping strategies. However, effectiveness these has hardly been examined empirically, available analyses come ambiguous conclusions. Evaluations based on longitudinal data actual behavior are missing. this study, we perform two independent empirical assess whether a large-scale campaign Germany affected private protection or behavior. We thereby exploit fact that different federal states initiated points time between 2009 2017. first analysis, use set national sample 6,729 heads years 2012 2014 focus three launched 2013. second damage penetration state level from 2002 2018 (N = 256). Based fixed effects difference-in-differences estimator, do not find had significant effect households' behaviors, damage, penetration. The results show campaigns, as they currently conducted many countries, have limited terms strengthening households.
