摘要: Deliberative democracy has emerged as a leading concern of political theory and its principles have guided over 1,000 experiments in citizen participation local governance. Despite importance, very little systematic empirical research been conducted. Here an attempt is made to enumerate the key questions that should guide on deliberative capacities ordinary citizens, qualities processes which they participate effects deliberation collective outcomes individual participants. The paper closes with discussion likely results this their implications for possible reconstruction practice democracy.
