Building Capacity to Transform Zambia: What Motivates Government Officials to Learn Planning-related Skills?

摘要: Capacity building of local governments can strengthen a country because enhancing the abilities individuals and institutions helps achieve nation’s development goals. As it is one strategies in Zambia, has undertaken countless capacity programs through cooperation with international donor organizations. Yet, effectiveness uncertain. This thesis, therefore, examines impact to planning officers Zambia. First, surveys were conducted analyze officials’ incentives attend training acquire planning-related skills range Geographic Information Systems (GIS) spatial analyses. Then, GIS was evaluated qualitatively quantitatively assess how much they improved their project.
