摘要: In recent years, planning for service delivery mandate has been strategically shifted from a centralised (national) to more localised (municipal) sphere of government. That is, is no longer seen as top-down but rather regarded an inclusive process where communities are viewed key stakeholders. this sense, community participation having major implication on democratising beyond just representative government locating users and central role players in the process. Community context offers greater control underprivileged over their own situation ensures full involvement determining developmental needs. Therefore, municipalities must play significant promoting democracy ensuring that participate decisions affect them directly.
