The broad tracks of path dependent benefit reforms. A longitudinal study of social benefit reforms in three European countries, 1980–2006

摘要: Seeking to contribute the vivid discussion on welfare state change, this analysis takes a comparative look at changes in rights and conditions of social security (unemployment, sickness disability, assistance benefit) programmes UK, Netherlands Finland between 1980 2006. The study analyses 1) what has happened eligibility entitlement these European countries since 1980, 2) whether there are similar trends benefit reform across programmes, 3) tell us about scope direction Europe. data consist national legislation other primary sources. results indicate that rules have been under constant revision during last 26 years. examined suggest four common reform: increased work-relatedness, activation, targeting, 4) reduced generosity. These convergence policy goals. Yet, more one goes into detail, divergence finds. An in-depth shows follow specific development paths how they adapt new changes: while UK arrangements returned favouring minimum protection, Dutch still aim preservation insurance protection for waged workers, Finnish reforms, an attempt is being made avoid radical basic security.
