Megaprojects: A Hybrid Meta-Organisation

摘要: Megaprojects, formed to develop a vast array of capital assets, are ubiquitous in today’s society. But organization science has yet qualitatively distinguish them from other modes organizing. Through longitudinal study the development three megaprojects — London’s Olympic Park, Crossrail, and Heathrow airport’s Terminal 2 we argue they hybrid meta-organization consisting two symbiotically related structures. At core, flat collective shares control over system-level goal design requirements; its membership mirrors organisation that will later share asset use. periphery, transactional designs builds, but no rights requirements. A analysis reveals developmental processes parading, hard way underlying evolution megaproject towards configuration fit environment. We conclude with discussion how combine characteristics an open, those closed, hierarchical organization.
