Asian urban development policies in the 1990s: From growth control to urban diffusion

摘要: Abstract Continued rapid urbanization in Asian countries during the 1990s will create daunting challenges for governments and private sector providing sufficient numbers of jobs a burgeoning urban labor force, extending services infrastructure, dealing with physical expansion megacities. Policies aimed at creating “balanced” pattern development over past three decades have largely failed. Programs to slow rural-urban migration control metropolitan areas fell far short their goals. Most now recognize that diffusion growth, rather than its suppression, is essential economic development. During 1990s, are refocusing policies on (1) mobilizing financial resources investments (2) improving efficiency as units, (3) investing secondary cities towns growth potential integrating rural markets, (4) seeking greater participation development, (5) decentralizing more administrative responsibilities local areas.
