摘要: This article explores the relationship between ICTs and politics. The first part of briefly looks back over literature reconstructing framework within which this has been located. According to optimistic approach, could act as a catalyst in establishing democracy worldwide: great expectations have nurtured but they frustrated by reality. From pessimistic perspective, outcome is not surprising politics virtual world reflects real world. Both approaches share traditional idea therefore fail find any relevant change.
