STRATEGIES FOR EFFECTIVE RISK COMMUNICATION UNDER SARA TITLE III: PERSPECTIVES FROM RESEARCH AND PRACTICE

摘要: Title III of the Superfund Amendments and Reauthorization Act 1986 requires that planning emergency response agencies be able to communicate with public in nonemergency situations order help citizens understand risks they face from hazardous materials secure citizen participation designing responses chemical emergencies. Both research reports field indicate that, notable exceptions, most Local Emergency Planning Committees created for this purpose are making little or no effort at proactive communication. As a result, not being educated effectively about hazards acting as full partners risk management planning. This paper draws on observations, identifies ten major barriers sound communication, offers organizational tactical suggestions overcoming each barrier.
