摘要: People with long-term disabilities have become increasingly frustrated the inadequate support services provided by disability sector. In particular, people want to which met their needs as well greater choice and control in decisions around them. Over last five years popularity of self-directed funding has increased significantly. 2011/12 Australian Government made a commitment implement National Disability Insurance Scheme (NDIS) advised through an inquiry Productivity Commission full rollout country wide 2018. Self-directed is used mechanism promote self-determination empowerment facilitate living community independently. can be individual package held provider, budget person spend providers or direct payments on open market. The implementation models been implemented various forms over past couple decades, including piloting small scale programs introduction larger government bodies departments specific groups.  are strongly established UK, USA Western Australia. inclusion infrastructure supports such independent brokers, financial intermediaries ongoing for clients beneficial features models, particularly complex needs. Despite popularity, there lack evidence about effectiveness practice, no comparing different models.  No single model demonstrated superior another, likely part because cultural political context scheme introduced strong influence its design, outcomes. this, consistent indications that offering flexible creative options within best approach ensuring more potentially unmet needs, opportunity take up successfully.
