摘要: Focusing on local government and non-governmental nonhuman animal welfare organizations, this paper reports survey results institutional policies, interpretive frameworks, practices regarding companion animals in Newfoundland Labrador, Canada. The findings suggested that governments shelters use different frameworks of welfare, with the former taking a human-centric position latter focusing well-being. showed most are not well engaged issues. Instead, these issues more often dealt by organizations operate limited budgets rely heavily volunteer labor. Whereas federal provincial responsible for legislating practical implementation has been largely responsibility organizations. Our demonstrated ways policy is interpreted enacted at level have significant implications well-being broadly.
