摘要: This report analyzes the linkages between energy efficiency investments in multifamily buildings FSU (former Soviet Union) countries and institutional, policy, social aspects of housing sector transitions. The captures substantial experience accumulated by World Bank during preparation several lending projects from 1994 to 1996. covers both broader transitions taking place these specific technical, economic, social, institutional improvements. Following introduction Chapter 1, 2 describes problem terms its infrastructural, financial, political, dimensions. 3 surveys existing knowledge studies technical-economic opportunities for improvements residential buildings. 4 many sector. 5 examines investment project approaches efficiency. 6 summarizes report's main conclusion recommends future research activities.
