摘要: The issues surrounding transportation equity, both external and internal to transportation, are explored. Several examples provided of improvements that impose costs on more individuals than those who benefited. Beyond counting the number winners losers, several quantitative measures equity suggested applied a test case: ramp meters in Twin Cities, Minneapolis-St. Paul, Minnesota. It is recommended benefit-cost analyses include an "equity impact statement," which would consider distribution opportunities participate decisions outcomes (in terms mobility, economic, environmental, health effects) different strata (spatial, temporal, modal, generational, gender, racial, cultural, income) population receive. Policy makers then have additional information base decisions.
