摘要: Foreign aid as an instrument through which a government attempts to strengthen the economy of another country is relatively new phenomenon. The Marshall Plan, initiated in 1948, was first major foreign assistance program. Developed hastily revive wartorn economies Western Europe, Plan distributed $13 billion over period 4 years. It succeeded beyond greatest hopes its initiators. This followed by commitment, President Truman’s 1949 inaugural address, “a bold program for making benefits our scientific advances and industrial progress available improvement growth underdeveloped areas” (Truman, 1949; Kennedy Ruttan, 1986).
