摘要: In this chapter we address the structural and institutional constraints faced by non-governmental organizations (NGOs) assisting Peruvian migrants in Chile to advocate for migrants’ rights. We argue that these have provoked reactive rather than proactive strategic responses NGOs their promotion of addition, unchallenged acceptance a traditional notion citizenship has placed Chilean as short-term service providers long-term advocates. propose conscious recognition possibilities opened up international legal regimes confront nation-states’ regulation rights offers pragmatic approach navigating such limits.
