摘要: Research has found differences in students’ abilities, attitudes, and family community background to be the largest source of variation student learning, but these are difficult for policymakers influence, at least short run. However, single most significant school variable affecting achievement is “teacher quality”, this potentially open policy influence. After giving an overview over teacher qualification requirements UK, USA, France, New Zealand a few other countries, paper addresses rationale licensing examinations. It then considers possible consequences implementing them country such as Israel, which recently been contemplating training part wider educational reform.
