Social Assistance Programs and Child Poverty Alleviation — A Comparison Between Hong Kong and Mainland China

摘要: This paper compares the major child poverty alleviation policy in Hong Kong and urban regions of Mainland China, i.e. Comprehensive Social Security Allowance (CSSA) Scheme Minimum Living Standards (MLSS), respectively. It aims to examine whether CSSA MLSS can tackle poverty, identify similarities dissimilarities MLSS, finally suggest future implications or directions. A methodology comprehensive systematic review is used search for relevant literature. The findings show that children living poor families faced food consumption difficulties, lived overcrowded environment lacked education-related financial support learning resources. Children's rights emphasized UNCRC (United Nations, 1989) different dimensions standards were often unmet due limited from these two cash transfer policies. Poor experiencing multiple disadvantages need more than just monetary material assistance. Such provide evidence makers craft holistic responses meet needs remove barriers face China.
